The Government adopted the Declaration on PROCLAMATION 2010 - THE YEAR OF Combating Domestic Violence and Violence Against Women IN MONTENEGRO

Stemming from the constitutional commitment of Montenegro to respect human rights and freedoms;

Considering the provisions of international documents on human rights, primarily the Universal Declaration of Human rights, European Convention on Human Rights, United Nations Convention on the Elimination of All Forms of Discrimination against Women, Protocol no. 19, Beijing Declaration and Platform for Action, Declaration on the Elimination of Violence Against Women, United Nations Convention on the Rights of the Child, United Nations Security Council Resolution 1325 Women, Peace and Security, Council of Europe Recommendation Rec (2002) 5 on the protection of women against violence, Declaration of policy of opposing violence against women in a democratic Europe;

Affirming that violence against women and domestic violence is a serious violation and violation of human rights and fundamental freedoms;

Affirming that violence against women includes all acts of gender based violence which results in, or is likely to result in, physical, sexual or psychological harm or suffering to women, including threats of such acts, coercion, or arbitrary deprivation of liberty, whether occurring in public or private life.

Having in mind that violence against women and domestic violence is contrary to the establishment of equality and security and represents the main obstacle to the security citizens and democracy;

Recalling that United Nations Secretary General Ban Ki-moon launched a multi-year plan that aims to prevent and eliminate violence against women and girls in all parts of the world and called on governments, civil society, organisations of women, young people, the private sector, media, and the whole UN system to join forces in confrontation with the global pandemic of violence against women and girls;

Taking into account the conclusions of the Final Conference of Council of Europe Campaign to combat violence against women, including domestic violence;

Considering urgent fight against this phenomenon that affects all of society;

The Government of Montenegro at its session of 10 December 2009, adopted


THE DECLARATION ON PROCLAMATION 2010 THE YEAR OF COMBATING DOMESTIC VIOLENCE AND VIOLENCE AGAINST WOMEN IN MONTENEGRO

1. The Government remains priority committed to human rights and fundamental freedoms and the fight against all forms of violence against women and domestic violence;
2. The Government of Montenegro is committed to implement all necessary measures to prevent violence against women and domestic violence, in order to achieve human rights and fundamental freedoms;
3. The Government remains committed towards implementation of domestic legislation and international documents that guarantee human rights and fundamental freedoms, which will contribute to effective fight against violence against women and domestic violence;
4. Government will intensify activities in combating violence against women and domestic violence, including all relevant stakeholders and the general public;
5. Convinced that regional and international cooperation is of great importance to this issue, the Government will continue to actively participate in the direction of regional and international connections in order to effectively combat this phenomenon;
6. The Government will continue to regularly report to international bodies on human rights on the level of violence against women and domestic violence, and measures taken to combat this violence;
7. The Government will continue with the activities of the full implementation of the Action Plan for the Achievement of Gender Equality.
